The S.C. Sea Grant Consortium (Consortium) is seeking an IT Resources Manager to be based in its office in Charleston, South Carolina. The position will (1) maintain and update the agency’s hardware and software, (2) develop and implement in-house IT and information security policies and procedures, and (3) develop web applications to meet the program administration, management, and implementation needs of the Consortium.

The IT Resources Manager will be a full-time employee of the Consortium. Work plans for this position will be based on and consistent with the guidance provided by the Consortium, the State of South Carolina, and the National Oceanic and Atmospheric Administration. The Consortium is a university-based state agency established in 1980 to optimize the environmental, social, and economic potential of the coastal and marine resources of the state and region through the support of high-quality research, extension, communications, and education programming. The Consortium’s IT Resources Manager will:

Maintain and update all agency hardware systems and software suites to provide continuous, uninterrupted operations:
  • Evaluate, monitor, and replace (as necessary via the Consortium’s lifecycle plan) in-house hardware including, but not limited to, network servers, end-user devices, mobile/portable computing devices, and printers housed at the Consortium;
  • Evaluate, monitor, and update/modify (as necessary) in-house software programs including, but not limited to, network and end-user machine operating systems, security monitoring and anti-virus/spam programs/filtration, business/office suites, and other specialized programs;

Ensure all Consortium IT infrastructure retains full compliance with ongoing and upcoming State-mandated IT security policies and procedures regarding the storage, access, and security of electronic information. Develop and implement in-house IT and information security policies and procedures as directed by the Consortium, the State of South Carolina, the Federal government, and other relevant parties:
  • Stay abreast of information security changes (including, but not limited to IT) and future updates provided from state Division of Technology, Division of Information Security, Division of Technology Operations, and Enterprise Privacy Office, and provide input to all relevant parties on behalf of the Consortium and vice-versa;
  • Develop and implement in-house IT training guide for Consortium employees and others, based on resources provided by the State of South Carolina and other sources.

Develop web applications to meet the program administration, management, and implementation needs of the Consortium:
  • Update and maintain program website and enhancements to the website (including interactivity and mobile technologies);
  • Develop new and/or adapt existing web-based solutions to support online processes related to grant proposal solicitation and review, project and event reporting, mailing/contact list database management, and end-user data file management;
  • Develop data collection, web integration, and analysis capabilities and optimization for search engines, and be proficient in Web Content Accessibility Guidelines 2.0 for ADA requirements;
  • Analyze and report on performance of these applications, websites, and products.
Perform other duties as assigned.


Required Qualifications

The successful applicant will possess a minimum education level of an associate’s degree in computer science or related field and applicable certifications, and have no less than five years of experience in a broad range of IT applications including hands-on website and database development. Applicant must have the ability to solve basic to moderately complex problems and apply critical thinking skills to needs or problems, as well as research and learn new technologies to acquire skills through independent study. Position will require effective communication with a diverse staff of programmatic and administrative specialists to ensure consistent and functional content and database development and design.

Successful applicant must have advanced knowledge of or experience with:
  • Network and end-user hardware, software, operating systems, programming languages, or other information technology tools/resources.

Successful applicant must have moderate knowledge of or experience with:
  • Capabilities, programming techniques, and intricacies of information systems, including abilities to write and revise computer programs in various languages;
  • Web design applications from concept through launch, incorporating the appropriate branding, and maintaining established standards and best web practices.

Successful applicant must have basic knowledge of or experience with:
  • Security administration for various operating systems and software with the ability to write detailed technical documentation on security procedures;
  • Understanding of information risk- concepts and principles as a means of managing business needs and security controls.

Preferred Qualifications/Experience

The successful applicant will possess a minimum education level of a bachelor’s degree in computer science or related field and applicable certifications, and have no less than seven years of experience in a broad range of IT applications including hands-on website and database development. Additional qualifications/experiences include: (1) working knowledge of back-end management and responsive web development using Drupal and/or WordPress based software, (2) high-level of proficiency with PHP, mySQL, Javascript, CSS3, Apache server software, HTML/HTML5, CSS/CSS3, and JavaScript/jQuery, and (3) an ability to assist with user interface/user experience decisions based on a strong understanding of, and the ability to meet, new web ADA Compliance WCAG 2.0 requirements.

Position Type
Regular, full-time state FTE position. Position is contingent upon continued State and Federal funding and on successful performance of duties. Agency hiring range: $48,622 to $69,289. The finalist for this position must successfully complete an e-verify and driver’s license background check.

Work Location and Hours

Normal Consortium business hours are Monday through Friday 8:30 am to 5:00 pm. However, work beyond regular business hours, including evenings and weekends, may be necessary in order to complete the requirements of the position. Travel throughout the state and region is necessary; a valid driver’s license is required.
